Regular Meeting
The
regular meeting of the Millcreek Township Board of Supervisors was called to
order at

the Pledge to the Flag, Chairman Curtis called for public comment on the matter;
none was received. Motion carried by
unanimous roll call vote.
It
was moved by Mr. Kujawa and seconded by Mr. McGrath to approve the minutes of
the meeting of
It
was moved by Mr. Kujawa and seconded by Mr. McGrath to approve payment of the
weekly General Fund bills in the amount of $521,753.47, and the Sewer Revenue
Fund bills in the amount of $1,046,199.01. Motion
carried by unanimous roll call vote.
On
motion by Mr. McGrath and seconded by Mr. Kujawa, an Easement Agreement between
Millcreek Township and the Millcreek Township Water Authority was approved to
provide construction and permanent easement for the water line on the north side
of Cassidy Park along Zimmerly Road. Motion
carried by unanimous roll call vote.

Kujawa reported that the

following quotations for cabinets for the Garage Foreman’s Office:

It
was moved by Mr. Kujawa and seconded by Mr. McGrath to purchase the cabinets
from Modern Builders Supply Company, Inc. for $689.96.
Chairman Curtis called for public comment on the matter; none was
received. Motion carried by
unanimous roll call vote.
It
was requested by Mr. Kujawa that he, an Engineering representative, and a
Building Maintenance representative be permitted to attend a stimulus funding
class sponsored by PSATS on April 8, 2009 in Westmoreland County (Greensburg,
PA) from 1:30 to 4:30 p.m. A Sewer
Authority representative will also attend. There
may be $480,000 available to
Chief
Andrews reported that he has completed the D.R.O.P. program and today is his
last day of service with the Police Department.
It is privilege to recommend Deputy Chief Thomas Carlotti as his
replacement. Tom is a 27 year
veteran of the Department and has served in every division in excellent fashion.
In concurrence with the recommendation of Chief Andrews, it was moved by
Mr. Curtis and seconded by Mr. McGrath to appoint Thomas E. Carlotti as Chief of
Police effective
Mr.
McGrath said that it has been a real honor to have worked with the Chief for
many, many years. He wished him and
his wife a very long, happy retirement to have a lot of fun. Mr.
Kujawa expressed the same sentiments. He
said the Chief put the Department and Township first and thanked him for that.
Mr. Curtis said his career at
Joy
Greco, Chief of Staff for State Representative John Hornaman, presented the
Chief with a citation signed by the Speaker of the House and Representative
Hornaman in honor of his service to the public for over 30 years.
The
Board presented the Chief with a Certificate of Recognition and again thanked
him for his service to the citizens of
In
February, 2008, the State Legislature passed the Pennsylvania Right-to-Know Law,
Act 3 of 2008, according to Mr. McGrath. It
was enacted to provide easier access for the public to records of both local and
State governments. This Board is in
agreement with that. Recently,
however, the Township has been asked by a candidate for supervisor for a
considerable amount of information which was compiled at a great deal of time by
municipal employees. Even more
recently, more information was requested (mileage reimbursement forms) which
also has been compiled by Township employees.
Mr. McGrath is not so sure that the State Legislature wanted to tie up
municipal or State employees with a candidate’s search for information.
The information the candidate requested is available.
There
being no other citizens to be heard or further business to come before the
Board, it was moved by Mr. McGrath and seconded by Mr. Kujawa to adjourn the
meeting. The motion carried and the
meeting adjourned at
