Regular Meeting                                                                           August 11, 2009

The regular meeting of the Millcreek Township Board of Supervisors was called to order at 9:34 a.m. by Chairman Curtis in the Assembly Room of the Millcreek Township Municipal Building .  Present were Gerald Wolf, Brian McGrath , Lawrence Curtis , Joseph Kujawa , Evan Adair , Esq., Phyllis Vollbrecht, Richard Morris, P.E., and Chief Thomas Carlotti.

Following the Pledge to the Flag, Chairman Curtis called for public comment on agenda items other than development or rezoning applications.  No comments were received.

It was moved by Mr. Kujawa and seconded by Mr. McGrath to approve the minutes of the Board’s August 4, 2009 meeting.  Motion carried by unanimous roll call vote.

It was moved by Mr. Kujawa and seconded by Mr. McGrath to approve payment of the weekly General Fund bills in the amount of $508,561.82.  Motion carried by unanimous roll call vote.

Mr. McGrath presented the Building Construction Report for July as follows:

Mr. McGrath reported the following quotations received by the Streets Department for the removal of dead trees in the right-of-way:

West 30th Street and Morningside Drive – one tree

It was moved by Mr. McGrath and seconded by Mr. Kujawa to award the contract to Dibble Tree Service for $125.00.  After no public comment was received, the motion carried by unanimous roll call vote.

It was moved by Mr. McGrath and seconded by Mr. Kujawa to award the contract to J. Thomas Tree Service for $100.00.  After no public comment was received, the motion carried by unanimous roll call vote.

It was moved by Mr. McGrath and seconded by Mr. Kujawa to award the contract to J. Thomas Tree Service for $325.00.  After no public comment was received, the motion carried by unanimous roll call vote.

On the recommendation of Parks and Recreation Director James Sperry , it was moved by Mr. McGrath and seconded by Mr. Kujawa to hire Marissa Twiss as a lifeguard for the summer season staff at the rate of $7.25 per hour.  Chairman Curtis called for public comment on the matter; none was received.  Motion carried by unanimous roll call vote.

It was moved by Mr. Kujawa and seconded by Mr. Curtis to employ Timothy Bierer as summer help for approximately six weeks, two days per week, at the appropriate rate to enter computer data in the Recycling Department.  Fairview Township will also employ him two days per week.  The goal is for the use of credit cards and record keeping at the Recycling Center .  Chairman Curtis called for public comment on the matter; none was received.  Motion carried by unanimous roll call vote.

William Perry, Foreman of Buildings and Grounds, submitted the following quotes for roofing materials for the turf shop and the Erie Golf Course:

On the recommendation of Mr. Perry, it was moved by Mr. Kujawa and seconded by Mr. McGrath to purchase the roofing materials from Modern Builders Supply for $1,852.85.  Chairman Curtis called for public comment on the matter; none was received.  Motion carried by unanimous roll call vote.

Mr. Kujawa congratulated Richard Bridger for 60 years ( August 15, 1949 ) of faithful service to the residents of Millcreek Township .  The Board thanked him for being such an excellent employee.  Mr. Curtis and Mr. McGrath echoed the sentiments.

On the recommendation of Attorney Adair, it was moved by Mr. Kujawa and seconded by Mr. McGrath to approve an agreement between Millcreek Township and St. Martin’s Center to help pay for some fair housing and predatory lending educational project programs ($4,000.00 from the CDBG Program), and that the Secretary and Assistant Secretary be authorized to sign the same.  After no public comment was received, the motion carried by unanimous roll call vote.

On the recommendation of Attorney Adair, it was moved by Mr. Kujawa and seconded by Mr. McGrath to approve an agreement between Millcreek Township and the Erie County Housing Authority for housing rehabilitation programs (rental housing rehab, first time home buyer housing rehab, and single family housing rehab), with maximum amounts of money set forth in the agreement for each, and that the Secretary and Assistant Secretary be authorized to sign the same.  After no public comment was received, the motion carried by unanimous roll call vote.

It was recommended by Chief Carlotti, moved by Mr. Curtis and seconded by Mr. McGrath that Kathleen Seroka be permitted to attend notary public school on August 18, 2009 at the Holiday Inn Express in Erie , Pennsylvania , at the cost of $357.58.  The fee includes all licensing, bonding, membership, and equipment associated with notary certification.  Chairman Curtis called for public comment on the matter; none was received.  Motion carried by unanimous roll call vote.

There being no citizens to be heard or further business to come before the Board, it was moved by Mr. Curtis and seconded by Mr. McGrath to adjourn the meeting.  The motion carried and the meeting adjourned at 9:44 a.m.
