The regular meeting of the Millcreek Township Board of Supervisors was called to order at 9:32 a.m. by Chairman McGrath in the Assembly Room of the Millcreek Township Municipal Building.  Present were Gerald Wolf, Lawrence Curtis, Brian McGrath, Joseph Kujawa, Evan Adair, Esq., Phyllis Vollbrecht, Richard Morris, P.E., and Chief Richard Andrews.

 

Following the Pledge to the Flag, Chairman McGrath called for public comment on agenda items other than development or rezoning applications.  No comments were received.

 

It was moved by Mr. Curtis and seconded by Mr. Kujawa to approve the minutes of the Board’s September 23, 2008 meeting.  Motion carried by unanimous roll call vote.  It was moved by Mr. Kujawa and seconded by Mr. Curtis to approve the minutes of the September 30, 2008 meeting.  Voting yes:  Kujawa, Curtis.  Mr. McGrath was absent.

 

It was moved by Mr. Curtis and seconded by Mr. Kujawa to approve payment of the weekly General Fund bills in the amount of $1,127,697.56.  Motion carried by unanimous roll call vote.

 

Mr. McGrath highlighted the resolution designating Fire Prevention Month: 

 

1.                   This year’s theme is Prevent Home Fires.

2.                   80 percent of home fire deaths are children and occur due to lack of smoke alarms or no working smoke alarms.

3.                   Smoke alarms ten years or older should be replaced and carbon monoxide detectors should be installed.

4.                   November 2, 2008 is change clocks to daylight savings time and change batteries in smoke alarms and flashlights.

5.                   Remember fallen firefighters who paid the ultimate sacrifice this year and especially firefighters of New York City on September 11, 2001. 

6.                   Utilize Bureau of Fire Prevention’s home fire inspection program.

 

Robert Mitchell, Director of Bureau of Fire Prevention, encouraged residents to contact his office to schedule a home fire inspection.  There is no cost for an inspection.  Mr. Mitchell also announced joining the City of Erie’s smoke detector give-away program.  For more information, call the Fire Prevention Office at 833-1111.  It was moved by Mr. Kujawa and seconded by Mr. Curtis to approve Resolution 2008-R-33 declaring October as Fire Prevention Month.  Motion carried by unanimous roll call vote.

 

Mr. Mitchell reported that the Emergency Operations Plan (EOP) is the responsibility of local governments and is to be pdated every two years.  It was moved by Mr. Curtis and seconded by Mr. Kujawa to approve Resolution 2008-R-34 to update the Emergency Operations Plan for Millcreek Township.  Motion carried by unanimous roll call vote.

 

It was recommended by Treasurer Wolf, moved by Mr. Curtis and seconded by Mr. Kujawa to approve a one-year (October 1, 2008 through Setpember 30, 2009) extension agreement to purchase natural gas through National Fuel Resources, Inc. and that the Secretary be authorized to sign the same.  Chairman McGrath called for public comment on the matter; none was received.  Motion carried by unanimous roll call vote.

It was moved by Mr. McGrath and seconded by Mr. Kujawa to award the contract to Dibble Tree Service for $120.00.  Chairman McGrath called for public comment on the matter; none was received.  Motion carried by unanimous roll call vote.

It was moved by Mr. McGrath and seconded by Mr. Curtis to award the contract to Dibble Tree Service for $550.00.  Chairman McGrath called for public comment on the matter; none was received.  Motion carried by unanimous roll call vote.

 

It was moved by Mr. McGrath and seconded by Mr. Kujawa to contract with Attorney Kim Houser at the rate of $150.00 per hour, plus expenses, to be split with Fairview Township on the consolidation effort regarding Lake Shore Fire Department.  Chairman McGrath called for public comment on the matter; none was received.  Motion carried by unanimous roll call vote.

 

Mr. Kujawa reported that William Hitchcock, Operations Manager of the Township Garage, received the following quotations on a trailer for the recently purchased mini excavator:

It was recommended by Mr. Hitchcock, moved by Mr. Kujawa and seconded by Mr. Curtis to award the contract to Fabin’s for the CAM tilt trailer with split deck for $6,365.00 because of safety and loading/unloading issues.  The trailer will be paid for with grant funds.  Chairman McGrath called for public comment on the matter; none was received.  Motion carried by unanimous roll call vote.

 

It was recommended by Chief Andrews, moved by Mr. Curtis and seconded by Mr. Kujawa to approve Richard E. Moore to be trained as a dispatcher in the Communications Center at the appropriate rate of pay.  Chairman McGrath called for public comment on the matter; none was received.  Motion carried by unanimous roll call vote.

 

There being no further business to come before the Board, it was moved by Mr. Kujawa and seconded by Mr. Curtis to adjourn the meeting.  The motion carried and the meeting adjourned at 9:51 a.m.
