Sewer Use Ordinance:  Amending and restating regulations governing use of and responsibility for maintenance and replacements of sanitary sewers; defining terms; prohibiting certain practices with respect to sewage disposal; providing for connection of properties to available public sewers; authorizing the Supervisors to make such connections and recover costs if owners do not do so; requiring applications for permits to make connections and setting regulations for them; regulating connections to the public system; imposing duties of owners of property which discharge industrial waste and potentially harmful substances into said sewers; prohibiting discharge of certain kinds of liquids or wastes; imposing penalties and establishing enforcement measures in the event of violation.

Vehicle Axle Limits: Establishing and imposing restrictions as to the size of vehicles operated upon streets, establishing a two-axle per vehicle size restriction upon vehicles traveling on -

The ordinance allows exemptions from the restrictions for school buses, emergency vehicles and certain local deliveries or pickups, provides for the erection of official signs to warn the traveling public of the vehicle size restriction and establishes fines and penalties for violations.

No-Parking Regulations:  Prohibiting the parking or standing of vehicles along the right of way of Highland Road, on its west side from West 34th Street north to West 32nd Street and on its east side from West 34th Street north a distance of 75 feet to the Ridgefield School driveway; providing for the erection of official signs; establishing fines and penalties for violations.

Uniform Construction Code (UCC) Ordinance:  Adopting Pennsylvania’s Uniform Construction Code and establishing regulations governing construction of buildings and structures and other activities regulated by the UCC, submission of and action upon permit applications and plans, inspection of construction and other regulated work and issuance of UCC certificates of occupancy; establishing regulations governing administration and enforcement; establishing a board of appeals and setting guidelines for its operations; addressing application of UCC regulations to other Township ordinances; establishing penalties for violation.

Amendment of Zoning and Sign Ordinances:  Amendment of the Zoning Ordinance to add definition of terms, delete certain terms which are no longer relevant and to amend and restate regulations in its Article IX on administration, so as to address implications of the Uniform Construction Code and Township regulations adopting and implementing the Uniform Construction Code; and amendment of the Sign Ordinance, so as to delete reference to permit fees which will be regulated by resolution.

Vacation of Public Street:  Vacating as a public street that 25’-wide section of Sunlight Drive located south of Millcrest Road and west of Lake Pleasant Road.

Recovery of Fees:  Authorizing recovery and reimbursement of costs of materials and equipment used and services rendered in provision of fire protection, emergency medical and extraordinary municipal services and prescribing penalties for violation.

Sewer Authority Bond Issue:  An ordinance approving the plan of the Millcreek Township Sewer Authority for the issuance of $9,895,000 Guaranteed Sewer Revenue bonds, Series of 2004, Dated October 15, 2004, for the purpose of refunding a portion of the Millcreek Township Sewer Authority’s Guaranteed Sewer Revenue Bonds, Series of 1998, paying the costs of financing certain additions and improvements to the sewer system including, Kearsarge Pump Station Improvements, Act 537 Improvements, Sewer System Extensions including Chapel Hill/Volkman Subdivisions, Arbuckle - Phase 2, East Gore at Lake Pleasant, and paying the costs of issuance and setting forth the amount, interest rate and maturity date; authorizing the Authority to proceed with the plan of financing; authorizing the execution and delivery of a Guaranty Agreement and the incurrence of lease rental debt thereby; authorizing the specified officers of the Township to prepare, certify and file all required documents and to do all other acts necessary to carry out the provisions of the Ordinance; indicating that the debt to be incurred is lease rental debt; setting forth the payment of the Guaranteed Revenue Bonds and defining the source of such payments as the rents, revenues and receipts of the Authority derived from the sewer system and the general revenues of the Township.

Sewer Rental Ordinance Amendment:  Amending and restating the Millcreek Township Sewer Rental Ordinance, to increase from $55.00 to $62.00 the quarterly rental assessment per equivalent domestic unit effective January 1, 2005 and to amend regulations governing assessments following issuance of permits to connect.
