2003-01 Rezoning of Properties - Property on the south side of the 5400 block of Cider Mill Road, rezoned from "B" Business District, III  Height & Area to "D" Business District, III Height & Area; and Property on the north side of the 4600 block of West 12th Street, rezoned from "B" Business District, II Height & Area to "C" Business District, II Height & Area.
2003-02 Street Vacation - Vacating as a public street that portion of Lowell Avenue for its entire width from the north line of West 11th Street north to the south line of West 10th Street and that portion of West 10th Street for its entire width from the east line of Lowell Avenue to the east line of Steen's Subdivision.
2003-03 Public and Private Improvements Code - Establishing, amending and restating specifications for and regulations governing the construction of improvements, whether intended to be publicly or privately owned; establishing regulations governing inspection of the construction of improvements and administration and enforcement of such standards; addressing application of such regulations to other township ordinances and establishing penalties for violation.
2003-04 Third Amendment to the Millcreek Township Police Pension Plan - An amendment to the Police Pension Plan to authorize the purchase of life insurance by the Police Pension Plan to prevent the depletion of Pension Plan assets due to the catastrophic cost to the Plan that results from a police officer being killed in service.
2003-05 Stormwater Management - Amendment and restatement of regulations governing stormwater management as set forth in the Millcreek Township Stormwater Management Ordinance, No. 97-4.
2003-06 $5,100,000.00 Guaranteed Water Revenue Bonds, Series 2003 - An Ordinance approving the plan of the Millcreek Township Authority for the issuance of $5,100,000.00 Guaranteed Water Revenue bonds, Series of 2003 for the purpose of refunding the Series 2002 $1,112,000.00 Guaranteed Water Revenue Note and to finance the design and construction of certain capital improvements to the water system, and setting forth the terms of the bonds, authorizing the authority to proceed with the plan of financing; authorizing the execution and delivery of a Guaranty Agreement and the incurrence of lease rental debt thereby; authorizing officers of the Township to take those actions necessary to carry out the Ordinance; indicating that the debt to be incurred is lease rental debt; setting forth the payment of the Guaranteed Water Revenue Bonds and defining the source of such payments as the rents, revenues and receipt of general Township revenues.
2003-07 Street Vacation - Vacating as a public street that portion of Marianna Avenue from the east line of Clinton Street to the east line of Overlook Heights Annex Subdivision.
2003-08 Stop Sign Regulations - Establishing traffic regulations and authorizing installation of stop signs at various street intersections:

2003-09 Parking - An ordinance prohibiting the parking or standing of vehicles along the right of way of the east and west sides of Montmarc Boulevard from the south edge of East Grandview Boulevard south a distance of 100 feet; providing for the erection of official signs; establishing fines and penalties for violations.
2003-10 Speed Limit Regulations - Establishing a speed limit of 25 miles per hour speed limit for (1) Sandalwood Drive from Grubb Road eastwardly to the cul-de-sac on Sandalwood Court; (2) Shadybrook Drive from Zimmerly Road southwardly to Sandalwood Drive; (3) Timberline Drive from Shadybrook Drive east to Sandalwood Court; (4) West 13th Street from Oregon Avenue westwardly to Idaho Avenue; and (5) Idaho Avenue from West 12th Street southwardly to its dead end; providing for the erection of official signs to warn the traveling public of said speed limitations and establishing fines and penalties for violations.
2003-11 Rezoning of Property - Property at 3823 West Ridge Road, 3809 West Ridge Road, 3803 West Ridge Road and 3761 West 26th Street rezoned from "A" Residence District, "B" Business District, "C" Business District, "D" Residence District and "B" Business District, to "C" Business District, I Height and Area.
2003-12 Rezoning of Property - Property at 3658 West 26th Street rezoned from "A" Residence District, I Height and Area, to Light Industry District, IV Height and Area.
2003-13 Rezoning of Property - Property at 4009 West 12th Street rezoned from "B" Business and "C" Residence District to "C" Business District, III Height and Area.
2003-14 Rezoning of Properties - Properties at 2714 and 2724 West 26th Street rezoned from "B" Business District, II Height and Area to "C" Business District, II Height and Area.
2003-15 Amendment of Sewer Rental Ordinance - Amendment of the Millcreek Township Sewer Rental Ordinance, No. 99-8, as previously amended by Ordinance 99-16, to increase from $50.00 to $55.00 the quarterly rental assessment per equivalent domestic unit effective January 1, 2004.
2003-16 Rezoning of Properties - Properties at 2910 and 2908 West 26th Street, 2516, 2510, and 2506 Peninsula Drive and 2921 West 25th Street rezoned from "A" Residence and "D" Business District to Resort/Business District, V Height and Area.
