Water Authority for the issuance of $1,112,000 Guaranteed Water Revenue Note, Series of 2002, dated 5/1/02, for the purpose of the current refunding (refinancing at lower interest rate) a portion of the $9,125,000 Guaranteed Water Revenue Bonds, Series of 1991.

GUARANTEED REVENUE REFUNDING BOND:  Approving the Plan of the Millcreek Twp. Sewer authority for issuance of $3,700,000 Guaranteed Sewer Revenue Refunding Bonds, Series of 2002, dated June 25, 2002, for the purpose of refunding (refinancing at a lower interest rate) a portion of the Authority's Guaranteed Sew. Rev. Bonds, Series of 1993.

PARKING:  Prohibiting the parking or standing of vehicles along the right of way of the north & south sides of E. Gore Rd. between Foxboro Court & Conrad Rd.; on the south side of Belleview Dr. from the west berm of State Route 0008 west a distance of 132 feet; & along the south line of E. Grandview Blvd. in four locations:  (1) from the east right-of-way line of Wattsburg Rd. (State Route 0008), eastwardly a distance of 265';  (2) from the center line of Montmarc Dr. eastwardly a distance of 150' and westwardly a distance of 457'  (3) from the east driveway of the property known as 429 E. Grandview Blvd., a distance both eastwardly and westwardly of 75'; and (4) from the west driveway of the property known as 429 E. Grandview Blvd., a distance of 75' eastwardly and westwardly to the City of Erie boundary line.

SIDEWALKS:  Consolidates and clarifies Township regulations governing sidewalks.  It makes clear, as does State law, that owners of lots abutting a sidewalk are responsible for the maintenance and condition of the sidewalk.  The ordinance prohibits placing things in a sidewalk which obstruct its use, and it provides that property owners are responsible for removing snow and ice so that sidewalks can be used during winter.

This ordinance was not intended to create a “sidewalk police.”  It simply makes clear that it’s our job to keep sidewalks along our property in safe and passable condition.  The Township will notify owners of a violation and take action if the owner does not do so.

ZONING:  Portion of property at 2403 and 2409 Zimmerly Road, from "A" Residence and Agriculture District to "C" Business District; and Property on the east side of the 5900 block of Lake Pleasant Rd. along the north line of railroad right-of-way, from Light Industry District to Agriculture District.

SPEED LIMITS:  Establishing a 25 mph speed limit for West 50th Street, from Pacific Ave. east to Pittsburgh Ave.; for Pittsburgh Ave., from W. Grandview Blvd. south to West 50th Street; for East Gore Rd., from Koehler Rd. west to Conrad Rd; and for Hampshire Road from Route 832 south to W. 38th Street.

PARKING:  Prohibiting parking or standing of vehicles along the right of way of the north & south sides of Belleview Drive from the east line of Lake Pleasant Road east a distance of 95'.

ZONING:  A 0.4-acre parcel south of the south terminus of Rome Court, from "C-1" Residence District to Agriculture District.

GENERAL EMPLOYEES PENSION PLAN:  Amending the Millcreek Township General Employees' Pension Plan (as required by amendments to the Internal Revenue Code.)

1st AMENDMENT TO POLICE PENSION PLAN:  Amending the Millcreek Township Police Pension Plan (as required  by amendments to the Internal Revenue Code).

SEWER USE ORDINANCE:  Amendment and restatement or Ordinance No. 89-29, commonly known as the Sewer Use Ordinance, regulating use of public sanitary sewers in Millcreek Township; prohibiting certain practices with respect to disposal of sewage; providing for the connection of properties to available public sewers; authorizing the Board of Supervisors to make such connections & recover costs thereof in the event of neglect or refusal of owners to do so; requiring applications for & issuance of permits to make connections, including execution of bonds and payment of fees; regulating substances that may be introduced into sewers; prohibiting discharge of certain kinds of liquids or wastes; imposing penalties & establishing enforcement measures.
