Regulations Governing the Sanitary Sewer System

 

 

            Owning and maintaining a quality sanitary sewer system involves many issues and concerns, including not only those of interest to Millcreek and its residents but also requirements imposed by federal, state and other regulations.

 

            Millcreek Township has adopted 3 ordinances establishing regulations that deal with the sanitary sewer system -

 

            Sewer Use Ordinance - establishes detailed regulations governing connection to and use of the sanitary sewer system

 

            Industrial Waste Ordinance -  establishes regulations for discharge of substances in excess of typical sanitary sewerage

 

            Sewer Rental Ordinance - establishes regulations establishing assessment and payment of rental to pay for costs of operating the sanitary sewer system

 

            Millcreek’s Board of Supervisors has adopted a detailed set of Rules and Regulations Governing the Sanitary Sewer System.  These regulations are organized into sections, addressing:

 

     Laws and other regulations governing the system

     Licenses, fees, charges and financial security

     Laying building sewers

     Regulation of connections

     Maintenance and repairs

     Inspections

     Inspections and certifications on request

     Inspections and termination of unlawful connections

     On-lot sewage disposal systems

     Notices to the Township or the Authority

     Forms to be used in administration

     Construction standards

 

            Section 8 of the Rules and Regulations incorporates regulations adopted to establish a program of inspections to identify and terminate connections of clean water discharge into the sanitary sewer system, which are prohibited under the Sewer Use Ordinance.
