Regular Meeting July
31, 2007
The
regular meeting of the Millcreek Township Board of Supervisors was called to
order at 9:32 a.m. by Chairman Kujawa in the Assembly
Room of the Millcreek Township Municipal Building. Present were Gerald Wolf, Lawrence Curtis,
Joseph Kujawa, Brian McGrath, Evan Adair, Esq. and Richard
Morris, P.E.
Following
the Pledge to the Flag, Mr. Kujawa called for public
comment on agenda items other than development or rezoning applications. No comments were received.
It
was moved by Mr. McGrath and seconded by Mr. Curtis to approve payment of the
weekly General Fund bills in the amount of $137,893.80, which motion carried by
unanimous roll call vote.
It
was moved by Mr. McGrath and seconded by Mr. Curtis to approve Resolution
2007-R-20, authorizing submission by the Township of an Application for County
Aid in the amount of $84,384.00. Motion
carried by unanimous roll call vote.
Mr.
McGrath announced that the Township had received proposals from Mullin Lonergan Associates and Urban Design Ventures for provision
of consulting services for the Township’s third five-year consolidated plan and
analysis of impediments to fair housing choice, the proposal of Mullin Lonergan Associates having been voluntarily reduced to
$18,500.00 and being the lower cost proposal.
It was moved by Mr. McGrath and seconded by Mr. Curtis to award a
contract for these services to Mullin Lonergan
Associates per its proposal. Motion
carried by unanimous roll call vote.
Mr.
McGrath moved and Mr. Curtis seconded that the petition of Joel M. Cotter and
Joan J. Cotter seeking rezoning of the property at 2720 West 13th Street from
Resort Business District to Light Industry District be referred to the Planning
Commission. Motion carried by unanimous
roll call vote.
Mr.
McGrath moved and Mr. Curtis seconded that the petition of Kimberly B. Sanford
seeking rezoning of the property at the southwest corner of Edinboro
Road and Golf Club Road from Agriculture District to “D” Residence District be
referred to the Planning Commission.
Motion carried by unanimous roll call vote.
Mr.
Kujawa moved, on recommendation of the Township
Engineer, that Michael Vitron be employed effective
August 1, 2007 to assist in obtaining water samples and doing other work in
connection with the Township’s MS4 program.
Mr. McGrath seconded the motion, which carried by unanimous roll call
vote.
Mr.
McGrath moved and Mr. Curtis seconded that the Township accept the proposal of
Certified Laboratories for a 55-gallon drum of Certisuds
for use on truck bed liners. Motion
carried by unanimous roll call vote.
Mr.
McGrath moved and Mr. Curtis seconded that the Township award a contract to Lindenberger Tree Service for removal of a tree near
property at 1908 Zimmerly Road at a price of
$395.00. Motion carried by unanimous
roll call vote.
Mr.
McGrath moved and Mr. Curtis seconded that Cliff Joslin
and a second employee of the Streets Department be authorized to attend a
seminar on PA One-Call Safety Days at the Cranberry Township municipal building
on September 13, 2007 and that a Township vehicle be authorized for use in
transportation to and from the seminar.
Motion carried by unanimous roll call vote.
Atty.
Adair recommended that the Board approve an agreement with owners of property
at 1821 High Street that would allow the owners to remain in their existing
dwelling as a new home is constructed on the lot, with the existing home then
to be demolished. Mr. McGrath moved and
Mr. Curtis seconded that the agreement be approved. Motion carried by unanimous roll call vote.
Bill
Klauk, residing at 6440 Sterrettania Road, thanked
the Supervisors and especially Mr. Curtis for their help following a fire in
April that seriously damaged his parents’ home on Arbuckle Road. Mr. Klauk stated
that he had noticed the Township’s paving crew working on West 30th Street and
asked for a report as to paving work.
Mr. McGrath responded that the Township would soon complete base paving
on all streets that had been milled and that the base coat must be installed on
all streets before additional paving work on the streets can be done. Mr. Klauk also
mentioned that tree branches are obscuring visibility of the stop sign on
Colonial Drive at Feidler Drive, that a large pine
tree on property at the intersection of Caughey Road
and Sterrettania Road may be limiting sight clearance that the speed limit on
Asbury Road south of West 38th Street seems seldom to be observed.
No
other citizens wishing to be heard and there being no further business to come
before the Board, it was moved by Mr. McGrath, seconded by Mr. Curtis to
adjourn the meeting. Motion carried and
the meeting adjourned at 9:48 a.m.
