CONTRACT OFFERS HOUSEHOLD HAZARDOUS WASTE AND ELECTRONIC WASTE COLLECTION
The 2012 Waste Hauler bid was presented to Millcreek Township
on Wednesday, January 18, 2012. The only
company to present a bid was Waste Management.
Along with the required trash and recycling, they are offering to
include a special collection for all residents called “At Your Door”.
For an additional $3.00 per quarter, this program will conveniently
collect all Household Hazardous Waste and E-Waste right at your residence. This
material will either be recycled or disposed of properly.

The Government Study Commission of Millcreek Township is seeking a resident to fill a vacancy on the Study Commission. Interested parties can get an application at the reception desk at the Millcreek Township Municipal Building, 3608 West 26th Street, Erie, PA 16506-2059, Monday through Friday between 8:00 a.m. and 4:00 p.m. or on the Millcreek Township website, www.millcreektownship.com. Applicants must be at least 18 years of age, a current resident of Millcreek Township for the past year and a registered voter. NEW STATE LAW REQUIRES REGISTRATION OF HOME IMPROVEMENT CONTRACTORS

Effective July 1, 2009 , the Home Improvement Consumer Protection Act (Act No. 132 of 2008) imposes registration requirements on all contractors who perform home improvements for which the total cash value is $5,000 or more per year and enables consumers to learn whether a contractor is properly registered.
Contractors who must register
Subject to 2 exceptions, all persons who own and operate a home improvement business or who performs, offers to perform or agrees to perform any home improvement (including persons who contract with a home improvement retailer) must register with the office of the Pennsylvania Attorney General. The term “contractor” does not include persons who perform home improvements having a cash value of less than $5,000 during the previous taxable year and home improvement retailers that have a net worth of more than $50 million or employees of that retailer who do not perform home improvements.
The Act
The text of the home Improvement Consumer Protection Act is available through the link below and also on the Pennsylvania Attorney General’s web site (www.attorneygeneral.gov).
The Commonwealth, not municipalities, will be responsible for the registration of home improvement contractors. Section 7 of the Act discusses home improvement contracts. Among other things, that section states that a home improvement contract is not valid or enforceable against an owner unless it:

is legible, in writing and contains the contractor’s registration number;
-
is signed by the owner or owner’s agent and the contractor or a person acting for the contractor;
-
contains the entire agreement, including attached copies of required notices;
-
includes the date of the transaction;
-
includes the name, address (not a P.O. Box alone) and telephone number of the contractor;
-
contains the approximate starting date and completion date;
-
includes a description of the work to be done, materials to be used and a set of specifications that
cannot be changed without a written “change order” signed by the owner and the contractor;
materials, with these amounts listed separately;
-
includes the names, addresses and telephone numbers of all subcontractors on the project known at the date of signing the contract (a post office box number alone is not considered an address);
-
agrees to maintain liability and property damage insurance coverage as specified in the Act;
-
includes the Bureau of Consumer Protection’s toll-free telephone number; and
-
includes a notice of the owner’s right to rescind the contract within 3 business days.
Contractor Registration
The Act establishes requirements and procedures governing registration by contractors. The Attorney General’s office allows and encourages contractors to register via its internet web site.
Home Improvement Fraud
Section 8 of the Act defines the offense of home improvement fraud, establishes penalties for violation and enforcement procedures. The County’s District Attorney and the Pennsylvania Attorney General will have jurisdiction to bring actions for violation.
Consumer Rights
The Act provides certain rights intended to protect consumers. It also ensures that consumers can determine whether a contractor is registered as the law requires through the Attorney General’s web site - www.attorneygeneral.gov.

This information is provided to assist consumers and home improvement contractors in learning about the new law. Municipalities do not have authority to enforce this new law. NOTICE OF FIRST PUBLIC HEARING FOR MILLCREEK TOWNSHIP FY 2012 COMMUNITY DEVELOPMENT BLOCK PROGRAM
Millcreek Township anticipates receiving approximately $215,000 in Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development in Fiscal Year 2012. The Township is entitled to the grant monies under the provisions of Title I of the Housing and Community Development Act of 1974, as amended.
The grant monies are to be used to undertake activities which address the Township’s housing and community development needs as identified in the Five Year Consolidated Plan and which primarily benefit low-to-moderate income families.
The types of projects which may be undertaken with CDBG monies include but are not limited to such things as housing rehabilitation; homeownership assistance; road reconstruction; water, sanitary sewer and storm sewer construction; handicapped accessibility improvements; recreation improvements; and actions to affirmatively further fair housing.
In accordance with the Final Rule for revised program regulations, 24 CFR, Parts 91, et.al., and the Millcreek Township Citizen Participation Plan, the Township will conduct a public hearing to obtain input on how the funds might be utilized. The public hearing is scheduled for Thursday, December 1, 2011 at 10:30 AM in the Assembly Room of the Millcreek Township municipal building located at 3608 West 26th Street, Erie PA 16506.
Interested individuals are encouraged to attend the hearing. This notice will serve to advise residents of Millcreek Township that the following actions, if based on race, color, religion, sex, national origin, familial status (families with children), or handicap, are considered discriminatory.

Highland Park
The first phase of the Highland Park improvement project was completed in 2011. Phase I included the reclamation and resurfacing of portions of West 22nd Street, Lowell and Evanston Avenues.
The park improvements also included a five foot wide sidewalk, that circles the entire park, and handicap access areas. This sidewalk provides access to walkers, bike riders, baby strollers and wheelchairs. New park benches, trash receptacles and picnic tables allow neighbors to enjoy this property and be proud of this beautiful neighborhood park.
The Township Supervisors would like to complete the park improvement project with the addition of a youth (ages 5-10) and handicap accessible playground. This playground ensures that children of all abilities can play together side by side. It is designed to be inclusive and fun for everyone. Additional road improvements are also planned for West 21st Street, Lowell and Evanston Avenues.
The Township completed a similar playground project at Lakewood Park. The installation of a handicap accessible playground in the summer of 2010 has been a huge success. The new playground has attracted families of all ages. Parents and grand-parents are now able to enjoy a safe environment and constructive activities within walking distance of their homes.
The Millcreek Parks and Recreation Commission will be discussing this project at their regular meeting on March 7th. The meeting is held in the Township’s Assembly Room and begins at 7:00 p.m. Public comment on the project is welcome.
