NOTICE OF DRAFT ACTION PLAN, COMMENT PERIOD, & FINAL PUBLIC HEARING MILLCREEK TOWNSHIP FY 2019 CDBG

Notice is hereby given that Millcreek Township intends to make application to the U.S. Department of Housing and Urban Development (HUD) for FY 2019 Community Development Block Grant (CDBG) funds in the amount of approximately $253,850 to undertake activities which address community development and/or housing needs as identified in the Township’s Five Year Consolidated Plan, and which principally benefits low-to-moderate income persons. Millcreek is entitled to the grant monies under the provisions of Title I of the Housing and Community Development Act of 1974, as amended. The deadline to submit the application to HUD is May 15, 2019 and the Township’s program start date is July 1, 2019. Millcreek’s CDBG program is administered by the Erie County Department of Planning.  

Based upon a public needs hearing and a review of project requests, the Township proposes that its FY 2019 CDBG funds be used for the following activities: 

1. $223,850 -Sidewalk Accessibility Project- Phase VIII

2. $ 30,000 - General Program Administration

A “Draft” Action Plan which summarizes the Township’s CDBG program and the projects submitted/selected for funding is available for public review on Millcreek Township’s website (www.millcreektownship.com) and at the below listed locations from April 1 to April 30, 2019.  Any persons, groups, or agencies wishing to comment on the “Draft” Action Plan should write to the Erie County Department of Planning (see below) or email: jberdis@eriecountypa.gov

 Additionally, a final public hearing to take comment on how the Township proposes to use its FY 2019 CDBG funds is scheduled for 10:00 AM on Tuesday, April 23, 2019 in the Assembly Room of the Millcreek Township Municipal Building. The Township will make reasonable accommodation for any known disability that may interfere with a person’s ability to participate in these public hearings. Persons needing an accommodation should notify/contact Sheryl Williams, Assistant Township Secretary at (814) 833-1111, extension 314 or swilliams@millcreektownship.com at least seventy-two (72) hours prior to the scheduled event.  

The Township Supervisors are expected to approve the Action Plan (funding application) on Tuesday, May 14, 2019 at their regularly scheduled meeting and submit the application to HUD on May 15, 2019.
