COVID-19 Update
Zoning Permits
Zoning Permit applications are now being accepted in digital format. Please email files or a file sharing link to mpuz@millcreektownship.com.
You will receive a confirmation email once the files have been received.
If you wish to submit a physical application, you can visit the lobby of the Municipal Building or you can seal it in an envelope marked "Planning & Development Application" and place it in the green drop box located at the western side of the Municipal Building parking lot, next to the U.S. Postal Service box. If you are placing applications in the drop box, please make sure payment accompanies the application.
Submissions must include the following separate files:
- Completed permit application.
- Permit or development drawings
- For Zoning Permits, a copy of the contractor’s worker’s compensation certificate, if Township does not have a copy on file
Fees shall be paid by check only, made out to Millcreek Township Supervisors, and mailed to: Millcreek Planning & Development, Attn: Matthew Puz, 3608 West 26th Street, Erie, PA 16506. Checks may also be sealed in an envelope marked "Planning & Development Payment" and placed in the green drop box located at the western side of the Municipal Building parking lot, next to the U.S. Postal Service box.
Building Permits
Building Permits are issued through Building Inspection Underwriters (BIU). Contact BIU at (814) 860-8044 or (877) 272-0255 for updates on their submission process.
Land Development and Subdivisions
Land Development and Subdivision applications are now being accepted digital format via file sharing link or they may be placed it in the green drop box located at the western side of the Municipal Building parking lot, next to the U.S. Postal Service box. If you are placing applications in the drop box, please make sure payment accompanies the application. Physical copies of plats for signatures must be delivered to the office prior to the first public meeting relative to the application.
Contact Matthew Puz, Jr. at mpuz@millcreektownship.com to advise him of the file sharing address when your submission is ready. You will receive a confirmation email once the files have been received.
All submissions must meet the requirements of the Township’s Subdivision and Land Development ordinance, including §125-19, §125-24, and any other applicable sections.

All fees must be paid before the Planning Commission or third-party consultants review any applications.
Zoning & Development Office
The primary focus of the Zoning and Development Office is land use. There are a variety of methods available to Millcreek Township to regulate growth in the Township. This office is in charge of enforcing the Zoning Ordinance, which regulates the placement and usage of structures in the Township, as well as enforcing the Subdivision and Land Development Ordinance, which regulates proposed developments.
Zoning
Zoning is a method to regulate land use development a community adopts to promote their vision of the community for their future. The zoning ordinance defines how each 'zone' will be developed while the zoning map identifies the 'zones'. The Zoning Office is responsible for the following activities:
- Enforcement of the Zoning Ordinance
- Appeals to the Zoning Hearing Board
- Issuance of zoning permits
- Maintenance of building records and plot plan
Please call our office to discuss any potential development, from a shed to a shopping mall complex. Our staff is always ready to answer any questions you may have for your development.
Development
Along with the zoning ordinance, the Subdivision and Land Development Ordinance (SALDO) regulates development by assisting in the orderly, efficient, and integrated development of the Township. The Development Office is responsible for the following activities:
- Enforcement of the Subdivision and Land Development Ordinance
- Applications to the Millcreek Township Planning Commission
- Facilitating development applications
- Maintenance of subdivision and land development records
- Assisting in municipal planning
The land development process may take up to three months, or longer. Please call our office as soon as possible for any potential developments. We are always available for pre-development meetings where we will inform you of the land development process requirements.
